Ok… the way you make the ruffle for Monica is just k2tog so you have half as many stitches as you start with. So…. I could measure her waist… double it. Then measure bottom of that ruffle, double it, etc.

Yes.
Personally I would make the gauge swatch, figure out the numbers.. then triple it for a really spicy ruffle!!

Yes, that sounds like it should work. And you can always work a line of eyelets around the waist edge and run a ribbon through to take care of any gauge “discrepancies.”
I have no idea if it would work…..but if it does, would you write out the pattern
